Adds reports/branches/branch-audit.mjs and its output branches-and-prs.tsv: one row per branch on GitHub (plus open PRs from forks) with

branch name and URL, first and last commit date, days idle
tip author and whether they are still in the sourcegraph GitHub org
commits ahead of / behind main
the PR it belongs to (number, URL, opened date, author, status)
a suggested action: DELETE, DELETE?, WIP, ACTIVE, REVIEW, STALE

Run with npm run branch-audit (needs the gh CLI, logged in as an org member). Everything comes from the GitHub GraphQL API; no local clone state is used.

Snapshot on 2026-09-11, after deleting the 113 sync/<date>/<time> bot branches, 22 branches whose PR was already merged, and 149 more stale branches (closed-unmerged PRs, no-PR idle >180d, no commits beyond main), and moving marcleblanc2's 27 unreviewed PRs onto marc/-prefixed branches: 51 branches besides main, 48 open PRs.

delete_branch_on_merge is already on; the leftovers are branches whose PR was closed unmerged, merged before the setting was enabled, or never had a PR. The upstream docs sync bot now reuses sync/generated-docs, so the sync/<date>/<time> pile will not come back.

Review of open branches: `branches-and-prs-review.tsv`

Same rows plus two hand-filled columns: change_summary (what merging the branch would do to main) and still_valid (the claim checked against current sourcegraph/sourcegraph and docs main with Deep Search; links in the cell). Author still-in-org was ignored for this column.

Replaces #1923 (branch renamed to marc/reports/branch-audit).

Lists every branch on GitHub with its age, tip author, whether that author is still in the sourcegraph org, ahead/behind main, the pull request it belongs to and a suggested action. Run with `npm run branch-audit`; needs the gh CLI logged in as an org member.
