You’ll get some features, not all. Notably, you won’t be able to do the fancy voice customization for Siri.

General compatibility list for Apple Intelligence is at the bottom of the page, which lists the 15 Pro (as well as the Neo). The footnotes contain exclusions though, where number 4 corresponds to the Siri voice customization.
Additionally, “Siri AI is available in beta in iOS 27, iPadOS 27, macOS 27, watchOS 27, and visionOS 27 and requires an Apple Intelligence–enabled device set to a supported language.” Your SE 3 will get watchOS 27, I don’t know if that includes Apple Intelligence though.
For which platform? We typically have banners specifically for Old Reddit, Shreddit, and Mobile app. I don’t recall offhand the sizes we typically go with for each platform (can look later), but we don’t do anything special aside from that. We do usually need to compress the banner for Old Reddit due to size restrictions.

Basically you just create the full image and slice it up into pieces and upload them as emojis, and when you configure the flair just put the shortcodes right next to each other like so :emoji::emoji2::emoji3:
I usually go with 64x64 for emoji sizing, so I just resize my image/logo/etc. to be 64px tall and however wide to evenly slice it into pieces without it looking too skewed (so for example, a 64px tall 256px wide image gets cut up into 4 equal 64x64 images I then upload as emojis)
