ruff 0.16 selects many more rules by default. Since this project has no ruff configuration at all, the autoupdate to v0.16.3 surfaced 20 new errors. Fix the real ones (mutable argument defaults, percent formatting) and add a small ruff.toml for the rest: BLE001/RUF012 are ignored project-wide as in the other FeinCMS projects, N999 in migrations, and isort keeps the two blank lines after imports used throughout.
