Update the reftable dependency to b8242b093d (The 23rd batch,
2026-09-07). This contains the following changes:
* Update `block_writer_init()` to check the return status of
`deflateInit()`.
* Handle block-writer initialization errors in
`reftable_writer_new()`.
* Avoid stack reloads when a lock is obtained on the loaded stack.
The fixes for this update will be in the subsequent commit.
In the previous commit, we updated the reftable code from upstream Git. One of the changes was to drop the usage of the `REFTABLE_STACK_NEW_ADDITION_RELOAD` flag and to always reload the stack as needed. Adapt our code accordingly.
