Hi, looking for a little help with a few issues. I'm running Oblivion Remastered on a Windows 11 pc and using Vortex when I can. I'm also double checking the actual folders to see if Vortex has installed correctly and it appears that it has.

I can't get any mod other than Horse Whistle and A More Complete World Map to work. I've tried to install mods that make animals less aggressive - Dynamic AI Behavior in Animals OR (not together) Essential Wildlife - No Agression Unless Attacked UORP. I have the Unofficial path installed. It's at the bottom of my mod list and at the bottom of the plugins file (above the two required plugins) - I tried moving it to the top (below the DLCs but above the two required ones at the bottom) but it keeps reverting to the bottom. Could this be the problem? If so, how would I get it to stay in the order I set - make it Read Only?

Vortex is saying "installing requirements" forever. In the Task Manager, it looks like it's doing something - there are 6 processes running - but I don't know what it is doing. I've seen other stuff online about others with this issue but their solution didn't work for me (one person said to save the plugins file, but that isn't my issue).

I keep getting a mod OBR INI Merge Mod that I can't remove. I don't know if that's what is causing Vortex to "install requirements" forever. I did have a bunch of big mods - ue4ss, OBRSE - but I removed all of them as they were crashing the game.
The only mods I've gotten to work are the more complete world map and the horse whistle. This is frustrating bc I've modded Skyrim and Fallout 4 no problem. So it feels like something is wrong - like maybe the plugins order? Any help much appreciated.
How would I go about this and is it possible on the remaster? The lines are written and eleven labs voiced
