He is still restricted by God. You kind of don't get forgiveness for trying to overtake existence. He does still have to follow rules in his universe. Put it this way If beyonder and Lucifer fought each other at their strongest it would not be this Lucifer it would be angelic Lucifer before he fell.
One the presence hasn't completely truly died before there's either been an aspect of him or some kind of localized event or completely ironically retconned to have not happened. You must not have read when I said Lucifer is still restrained by rules because he is being punished because he is Lucifer. It has been stated many times where he is still the strongest being next to God.
The presence can be anything he wants to be so I wouldn't really put him in that category at least of oh they change and everything. He's God he'll be whatever he wants. So like I said Lucifer became what he has always been eventually too. The beyonder has just been going downhill until none of them exist now
